Mr Labongo Geoffrey Lukwiya, the secretary to District Service Commission has been transferred to the administration department as the Principal Human Resource Officer.

The transfer took effect on 1st July 2015.

Labongo has now been replaced by Mr Oboni Alphonse, the former principal Human resource officer at the administration department.

A copy of the Letter by Gulu chief administrative officer dated the 30th June 2015 signed by Mr Akera John Bosco for Chief Administrative Officer (CAO) states that both personnel are to report to their new offices with immediate effect.

When our reporter contacted Labongo to confirm his new placement, he declined to comment and instead asked how we got a copy of his transfer letter.

“Who gave you the copy of that letter if you have it then why call me again to ask “Labongo retaliated when contacted.

Gulu district chairman, Mr Ojara Martin Mapenduzi said that the reshuffle was in good faith and a normal transfer to create work efficiency within the district.

“Yes we had received a lot of complaints on the district service commission and we have decided on a more procedural manner to cross check how the commission will be working with the new secretary,” Ojara said.

Mapenduzi also told this newspaper that the personnel have already all reported to their new duty stations.

This reshuffle follows Irregularities and alleged bribery that was cited during recnt interviews conducted for Head teachers, deputy head teachers, Municipal Education officer, Population officer among others  from the 21st of May and ended on the 1st of June.
