Fred Kinyera Ocaya, 23, the third year student of Business Administration who was killed in a hit and run car accident in Gulu town in October. An accountant has been charged with causing his death.

The Gulu Grade I Magistrate’s Court has charged an accountant with the death of a Gulu university student who was in October knocked by a car and subsequently died from injuries sustained.

George Oceng, an accountant with Abela Construction Company Ltd, a local firm in Gulu town was charged with causing death through reckless driving.

Court heard that on October 17, 2015, along Cemetery road in Gulu town, Oceng who was driving a silver grey RAV 4 vehicle Reg. No. UAR 777 L caused the death of Fred Kinyera Ocaya, 23, a third year student of Business Administration (BBA) at Gulu University.

Kinyera died on October 21, at around 7AM from St Mary’s Hospital- Lacor, four days after  the hit and run accident.

Dorine Adero, the State Prosecutor told court that after the accident, the vehicle was hidden in one of the garages in Gulu town until police recently found it.

Oceng denied the charge against him. He was granted a cash bail of 500, 000 shillings by  Magistrate, Paul Owino.

Court ordered Oceng to reappear on December 14, 2015 for hearing of the case.

The owner of the vehicle, John Bismarck Okumu, a lecturer of  Gulu University was summoned by police to make statement after the accident but he did not honour the summon.

Okumu faced  the lesser charge of failure to keep records and was fined 30 currency points (UgShs 600,000 shillings cash) after he pleaded guilty to the offence.

Both Oceng and Okumu were arrested by police on Tuesday before they were produced before the Magistrate‘s court.

At least ten people were killed in road accidents in the last one month in  the Acholi sub region alone.

Police attribute the accidents to poor roads, over speeding and poor mechanical condition of vehicles.
