Controversial Aruu Member of Parliament Odonga Otto has lashed out at the Aswa regional police commander Wilson Kwanya for allegedly blocking the arrest of former Amuru Resident District Commissioner Nabinson Kidega.

Otto claims Mr Kidega owes him 37 million shillings accruing from court cases he lost against him(Otto) five years ago.

Otto told journalists in Gulu on Wednesday evening that he had  more than a month ago got an arrest warrant from Gulu high court to have Mr Kidega arressted.

“I was so shocked to find the same person supposed to be arrest [Mr Kidega] in the office of the Regional Police Commander (RPC). They were just having fun,’’ said Otto who told journalists  he had just left the office of the police commander. When contacted Wilson Kwanya denied the allegations labelled against him by MP Otto.

“I normally do not like commenting on court matters. Now the problem with Odonga Otto is that he is not patient. I cannot just sign the arrest warrant. I need to study it and make deployment,” Kwanya told Acholi Times on phone.

But Otto was having none of it ‘‘The RPC is abusing his office. I am going to make a formal complaint to Kayihura” (Inspector General of Police.)

The fiery Aruu County MP has threatened to camp at the regional headquarters of the police ‘‘indefinitely’’ until Nabinson Kidega pays him his 37 million shillings, a part of which he said is legal fees for his lawyers.

Mr Kidega stood for the Aruu North parliamentary seat  on the NRM but lost by only two votes to Lucy Achiro, an indepenent. He got a court order for a vote recount but the votes were  allegedly vandalised by Odonga Otto and his political opponent Achiro before they could bye counted at the magistrates court in Pader.

A petition in which Mr Kidega wants a nullification of the Aruu South elections begins tomorrow (Thursday) at the high court in Gulu. Odonga Otto says he is the lawyer for Achiro.
