    Public Service Revokes Appointment of Gulu Deputy Town Clerk

    The Public Service Commission has directed Gulu Chief Administrative Officer (CAO) to ensure that the Gulu District Service Commission revokes the appointment of Omona John Oola as the deputy town clerk and also investigate previous positions held. Omona was Committee Clerk and Principal Officer.

    The commission also recommended that the Post of Gulu deputy town clerk be re-advertised externally and Gulu district chairman requested to caution Macmot Kitara, the chairperson district service commission against engaging in acts that bring disrepute to the image of the district service.

    In a letter dated 2nd February 2016 to the chief administrative officer Gulu and signed by Canon Ducan Bigirwa the secretary to the commission, the letter states that the commission received a complaint on the 3rd of June 2015 by Otim Filbert Baijuki who was an applicant for the position of the deputy Town clerk. In his complain, the letter says, Mr Baijuki appealed against the appointment of his fellow applicant, Oola John saying there were irregularities in the process that need the commission needed to look in to.

    The Public service commission observed that they considered the complaint in their meeting of Friday 18th December 2015 and after careful study of the application process, they found that both Otim Filbert Baijuki and Omona John Oola lacked the required relevant working experience for the post of Deputy Town clerk. The public service commission said, the Gulu district service commission errored by shortlisting and appointing Omona John Oola to the post. The complainant, Otim Filbert Baijuki has since also been fired from his job as Principal personnel officer Amuru local government for forgery of academic document used to obtain the job with Amuru district.

    The public service commission further said that their recommendation to revoke the appointment of Omona John Oola as Deputy Town Clerk Gulu was  influenced by a letter dated 24th August 2015 from Bungatira sub county Gombolola Internal Security officer (GISO) alleging that Oola John is the nephew to Makmot Kitara, the chairperson of Gulu district service commission yet Mr Kitara never declared his interest of conflict during the Interview  contrary to section 9(1-2) of anti-Corruption Act, 2009 and section 8 (1-3) of the leadership Code act.

    Acholi Times has learnt that Omona John Oola John has appealed the decision in court of law but when contacted he declined to comment on the matter.

    Ojara Martin Mapenduzi Gulu district chairman confirm receipt of the letter from the Public service.

    Meanwhile Dorothy Ajwang, the Gulu chief administrative officer said she had already written to the town clerk asking for his submission on the matter by this week.
