    Confusion surrounds RDC Lapolo and Lutukumoi Transfer

    Confusion and intrigue is surrounding the transfer of Captain Santo Okot Lapolo to Gulu from Kitgum and Mr Mwaka Lutukumoi from Lira to Kitgum following a recent reshuffle of Resident District Commissioners.

    According to sources within security organs and the National Resistance Movement (NRM), it is alleged that the state minister of Internal Afairs, Mr Okello Henry Oryem is begging Presidency Minister, Mr Frank Tumwebaze not to allow Captain Santo Lapolo leave the district because he is afraid he may lose the upcoming NRM primaries to Ms Aber Janani Loum the daughter of the late for Bishop Janani Loum, who is a great threat to his seat.

    The NRM sources also told Acholi times that Minister Oryem has been banking a lot on Captain Santo Lapolo for back up for many years to win both party primaries and general elections and moving Lapolo out of Kitgum might cost him his position.

    Mr Mwaka Lutukumoi who was transferred from Lira to Kitgum told Acholi times that on the 28thof August he had already reported to Kitgum for official handover where he addressed both the security and the press but he was informed Later by the Minister of Presidency that he should care take Lira until the 27th of September because Mr Odong George, the Lira RDC is still on leave.

    “I am going to be in Lira until the 27th of September when my Mr Odong returns from leave, then I will go to Kitgum,” Lutukumoi said.

    Captain Lapolo when contacted told this reporter that he will leave Kitgum when he finishes his assignment which he declined to disclose.

    However in many Public gatherings that Acholi times attended, Captain Lapolo has been telling Kitgum residents that he will not leave Kitgum and that people who hate him should just be tolerant.

    Thousands of businessmen are accusing him of intimidating the public placing his relatives including his wife in Public institutions.
