    Amuru CAO Writes To Embattled Principal Personnel Over Fake Papers

    The Amuru Chief Administrative Officer(CAO), Martin Kiplangat, has written to the to the embattled District Principal Personnel Officer, Filbert Baijuka Otim, to demand a defence from him on accusations that he used fake papers to gain employment with Amuru District Local Government.

    In a letter dated October 7, 2015, and signed by the Deputy IGG George Bamugemereire, the Amuru Chief Administrative Officer was directed to sack Filbert Baijuka Otim for submitting false academic documents to the district.

    Martin Kiplangat says in line with the IGG’s letter, he has written to Filbert Baijuka Otim to demand from him a defence within 14 days. At the time of publishing this story, Otim had not yet responded to the CAO’s letter.

    The IGG alleges that Otim submitted a false UACE certificate in which he purported to have scored a C in History, a B in Economics and a B in Divinity.

    The IGG further alleges that Otim  never graduated with a Bachelor of Arts (Degree) from Makerere University.

    Subsequently, the IGG has instructed that the Uganda Management Institute (UMI) should cancel the post graduate in management that it awarded to Otim.

    Otim denies all the allegations and instead claims that some individuals  he did not named are fighting him.

    However the IGG cleared Simon Oweka, the Amuru Chief Finance Officer (CFO). The IGG established that Oweka has a genuine Masters in Business Administration (MBA), a certificate in Certified Public Accountant (CPA) and Uganda Diploma Business Studies (UDBS).
