The former 4th Division Spokesperson Ceasar Olweny has been promoted from Captain to a Major.

Now Major Olweny  is  among officers from the 4th Division headquartered in Gulu who were this week promoted by the President.

“Promotion is a moral that every human being requires,’’ an elated Olweny told Acholi Times on phone from Jinja where he is currently undergoing a company commanders course.

Major Olweny said he is thrilled with the promotion, but quickly added that the new rank comes with responsibilities.

He urged young soldiers to work had.

“My advice to the junior army officers is to work hard so that they may be recognized. They should also know that Rome is not built in one day,” Olweny said.

Major Caesar Olweny joined the UPDF in 2001 as a cadet officer after his university education.

He was until recently deployed in Gulu where he was a 4th Division Spokesperson. He served in northern Uganda, Somalia and South Sudan.
