The Amuru Principal Personnel Officer, Filbert Baijuka Otim has been dismissed from service after the office of the Inspector General of Government (IGG) found that he used forged academic papers to gain a job with the Amuru local government.
In October 2015, the Deputy IGG, George Bamugemereire, directed Martin Kiplangat, the Chief Administrative Officer (CAO) Amuru to dismiss Otim for allegedly using forged academic papers to get the job.
According to the IGG’s October 7, 2015 letter, Otim submitted a false Uganda Advanced Certificate of Education certificate in which he purported to have scored 14 points in History, Economics and Divinity yet he obtained 3 points in the subjects.
The IGG further stated that Otim did not obtain a Bachelor of Arts degree from Makerere University as purported.
However, Otim insisted his academic papers were genuine and accused his enemies of trying to bring him down. He did not name the enemies.
After the CAO wrote to Otim to respond to charges of forged academic papers by the IGG, he (Otim) failed to comply within the 14 days.
In an interview on Monday at Amuru District headquarters, Kiplangat says Otim ceased to be an employ of Amuru District Local Government on February 1, 2016.
Kiplangat says Otim failed to comply in accordance with letter written to him and there was nothing he can do other than dismissing him from work.
The CAO revealed that his position which felt vacant has already been advertised. The deadline for applying for the job is Tuesday, May 24, 2016.
Otim has meanwhile appealed to Public Service Commission over what he termed as unfair dismissal from service.
