    Brig Otema Promoted To Major Gen, Moved From Logistics To Reserves

    Otema Charles Awany has been promoted and moved

    Brigadier Charles Otema Awany has been promoted to Major General and moved away from being Chief of Logistics and Engineering to Commanding Officer of Reserve Forces, according to a press statement released Tuesday by the army.

    Now Major General Otema was replaced by Brig Charles Bakahumura as the Chief of Logistics and Engineering. Brig Bakamuhumura until the changes Chief of Military Intelligence.

    The press statement announcing the changes was signed by the UPDF Spokesman Lt Col Paddy Ankunda.

    Other army officers reshuffled includes Gen Edward Katumba Wamala, the Chief of Defence Forces (CDF). Gen Wamala has been made the Minister of State for Works. Maj Gen David Muhoozi, who has been the Commander Land Forces has been promoted to General and appointed Chief of Defence Forces.

    Gen Wamala’s posting to Minister of State is widely viewed as a demotion.

    Maj Gen Wilson Mbadi, who has been the Joint Chief of Staff is promoted to the rank of Lt Gen and appointed the Deputy Chief of Defence of Forces.

    Lt Gen Charles Angina, who has been the Deputy Chief of Defence Forces, is appointed the Deputy Commander Operation Wealth Creation.

    Brig Peter Elwelu, who has been the 2nd Division Commander, is promoted to the rank of Maj Gen and appointed Commander Land Forces.

    Elwelu led the attack on the palace of the Rwenzururu king in Kasese district resulting into the death of over 100 people. Kasese members of parliament wrote to the International Criminal Court(ICC) in The Hague to  investigate Elwelu and his boss President Museveni. The ICC recently wrote back to the lawyers representing the MPs that the court acknowledging receipt of the letter.

    Also moved in the latest reshuffle by the president is Maj Gen Muhoozi Kainerugaba,  the President’s son who has been the Commander Special Forces Command but has now been made Senior Presidential Advisor for Special Operations. The roles and responsibilities of a Senior presidential advistor on special operations are not known to the public.
