    IGG Directs Sacking of Omoro School Head Over Forged Papers

    Omoro Chairman Okello Douglas Peter Okao said the district has written to the Solicitor General for a legal opinion on the school head with forged papers

    The Inspectorate General of Government (IGG) has directed that John Bosco Akera, the Omoro Chief Administrative Officer (CAO), to sack James Ocaya Obalim, the Deputy Headteacher of Atyang Primary School for allegedly using forged academic papers to gain employment with government.

    In his letter dated March 6, 2019, to the CAO and copied to the Omoro LCV Chairperson and the Resident District Commissioner (CAO), George Bamugemereire, the Deputy IGG tasked the CAO to submit the name of Ocaya to the District Service Commission so that his employment with government is terminated.

    According to Bamugemereire, investigations by the office of the IGG found that Ocaya forged his academic certificate. Ocaya was appointed as Education Assistant II by Gulu district local government in July 2004 and was seconded to Omoro District in the same capacity after the district split from Gulu. The IGG reveals that Ocaya presented a forged Ordinary Level certificate he claimed to have obtained from Gulu High School in 1998.

    Other academic papers Ocaya is alleged to have forged are; Grade III Teachers result slip of Gulu Primary Teacher’s College, certificate of registration from Ministry of Education and Diploma in Primary Education from Kyambogo University.

    When contacted, John Bosco Akera, the CAO Omoro confirmed receiving the IGG’s letter and said Mr Ocaya has already been struck off from the government payroll.

    Omoro Chairman Douglas Peter Okello revealed that the district has written to the office of the Solicitor General seeking legal advice over the matter.

    Acholi Times has established that Ocaya resigned his position after the matter came to light and his whereabouts is unknown.

    Recently IGG launched investigation into the academic papers of Wilfred Odiya Baguma, the Chairperson Local Council III of Atiak Sub County in Amuru district after he was suspected to have used forged academic papers to access government’s job.
