Mr Samson Olum, the secretary of Public Service Commission in the Ministry has written a letter to Gulu District Service Commission Secretary, Mr Labongo Geoffrey Lukwiya urgently demanding with immediate effect the entire report on the recruitment process in Gulu.
The Gulu district Service Commission last week conducted interviews for positions for Head teachers, deputy head teachers, Parish chiefs, deputy town clerk, Municipal Education officer, Population Officer and District planner among others.
The interviews took place from the 21st May and ended on 1st June this year but were allegedly marred with corruption and bribery that saw examinations for the interviews leak out to candidates.
The letter reads at the end “I would like to request you to furnish Public Service commission with the records of the whole exercise, namely ,copy of the advert: the application forms, curriculum vitaes, certificates/transcripts of the shortlisted and interviewed candidates”
The letter from the Public Service Commission came following complaints filed to the ministry of public service by Mr Otim Filbert who was interviewed for the post of deputy town clerk but complained that his other colleague Mr Oola John happened to be a nephew to Makmot Kitara the chairperson district service commission who never declared his interest.
But when contacted, mr Makmot said he chaired the panel that interviewed the Population officers while the Panel for the deputy town clerk was handled by people who came from Kampala adding that he had no influence on the panel at all.
Mr Makmot said all the complaints are coming because he was among the few people who blew the whistle on the scandal.
Mr Ojara Martin Mapenduzi, the Gulu district chairperson told Acholi times that, “On Thursday, we had a meeting with all the members of the district public service commission where together with the members including the chief administrative officer ordered for investigation on the district service commission secretariat since there are claims that misconduct was at its best including corruption and leakage of examination to some candidates in all the positions people were interviewed and called for the Public to provide evidence to see that staffs that will be implicated are brought to books.”
“I am requesting the public that if you have any information, if you gave your money or if you were given examination material or if you have any complaint, please provide those information so that we are able to put to order those abusing their office or position,” Mr Ojara added.
Mr Ojara said they have also resolved that Population officer chaired by Mr Makmot Kitara who admitted that signs of irregularities were there must be re-advertised or fresh interviews be carried out.
He also said all the others positions that had complaints like Education officers should be checked thoroughly before declaring any winner.
