    Gulu Technical Staff Told to Emulate Political leaders

    Gulu Chief Administrative Officer Dorothy Ajwang has challenged district’s technical staff to emulate their political leaders who have consistently ranked top in the country in the local government score card.

    The scorecard is released annually by the public policy think tank—Advocates for Coalition for Development and Environment (ACODE).

    In the most recent release last week, Gulu district Chairman Ojara Martin Mapenduzi was ranked as the best performing LC5 Chairman in the country while his Speaker, Douglas Okao was ranked as the best performing Speaker in the country.

    “In the recent cabinet retreat we had in Kampala in November our performances as Gulu district technical staff for the last 4 years has been bad and as a team we must feel challenged,” Ajwang told Acholi Times in an interview on Monday.

    ACODE says the scorecard which was launched in 2009 aims at ‘‘strengthening citizens’ demand for effectiveness and accountability in the delivery of public services.’’

    The scorecard’s methodology includes a review of literature at the districts; interviews and focus groups with the leaders and members of the public.

    As part of the efforts to improve the performance of the Gulu district technical staff, Ajwang says the district intends to fill over 10 vacant positions.
