    Oulanyah’s Campaign Manager for Mental Health Test after Allegations of Defilement

    Ben Acellam Oulanyah's campaign manager in defilement querry
    Ben Acellam, Deputy Speaker Oulanyah’s campaign manager in Omoro County. He is fighting allegations of defilement against him.

     

    The campaign manager of Deputy Speaker Jacob Oulanyah, Ben Accelam, is expected to undergo a mental health test after being accused of defilement.

    Police in Gulu on Monday issued Acellam with a Form 24 A. The form authorizes the  doctors  to test the mental state of a suspect. Acellam is expected to undergo the test at the Gulu Referral Hospital mental health unit.

    It is suspected Acellam defiled a 16 year old girl(names withheld), a student of Heligoland secondary school in Gulu. The girl was subjected to an HIV test. The doctor’s report, according to the police, found her  to be negative. But the doctor said the victim had been penetrated.  She, however,  told police the penetration was as a result of sex she had with a boyfriend in 2013 and not with Acellam.

    Okema Jimmy Patrick, the Aswa region Police spokesperson said that once the file is completed police will forward the file to Resident States Attorney. By press time the file had not yet been sent to the Resident State Attorney.

    Acellam was summoned to police on 29th /12/2015 and released on police bond pending police investigations into the allegation.

    According to family members, the victim disappeared from home on December 18, 2015 and a disappearance case was opened at Gulu central police station under SD reference 58/18/12/2015.

    They claimed, the victim was later discovered living with Acellam and a defilement case against him was opened at Gulu central police station under CRB 3561/2015.

    Adokorach Winifred, the head teacher of Heligoland secondary school told Acholi times that the victim disappeared from school in November, and that she did not sit for her final exams for the third term.

    Acellam had denied the allegations saying he is being targeted by the opposition because he is a strong NRM mobiliser.

    The victim in her statement to Police also absolved Acellam of defilement saying he was just paying her school fees.

    Her mother Agnes Lanyero also backed her daughter saying she never disappeared from home.

    However, her father Akena Santo, accused the wife profiting from the defilement of her daughter and calls for her arrest for aiding and abetting defilement.
