RDC Lapolo revealed during a radio talkshow in Gulu on Thursday last week that the men were recruited from Cerelenu in Gulu town, and Purongo and Olwiyo, in Nwoya district.
The RDC said the eventual attackers did not know that they were being lured into rebellion.
Lapolo says the alleged recruiters promised the youthful attackers jobs at an unnamed farm and a forest where he claimed an unnamed businessman has been extracting timber.
The RDC said the youth were told that they would work at the farm and in the forest as causal labourers.
According to Lapolo, the youth were later armed with machetes and whistles tasked to begin military training while some of the youth became suspicious and escaped. The RDC did not say where the training was taking place. The youth who escaped, the RDC added, tipped intelligence which, according to the RDC lead to increased security and government installations.
Both the army and police claim that prior to the attack on Gulu Central Police Station, they had already infiltrated the group and were aware of the plan of the attackers.
A total of twelve (12) suspects have been picked up in and around Gulu district in connection with the two daring raids on security installments in Gulu district by unknown gunmen. The assaults on security installations left three security personnel and a 5-year-old body dead
One of the suspects, Dan Oola Odiya, the UPC party Deputy National Secretary for Mobilization is currently on remand at Gulu Central Government having been charged with with treason, concealment of information, two counts of murder and one count of attempted murder.
The charges relate to an attack in May this year on an army installation in Opit in Lakwana Sub county and at the Gulu Central police in Gulu town.
Out-going UPC president Olara Otunnu has a called for an open, transparent and quick trial of Odiya.
