Gulu municipality Member of Parliament Lyandro Komakech has blamed the rising crime in Gulu and Kitgum on failure to implement the resolutions of the 2006 Juba peace talks between the government of Uganda and the Lords Resistance Army (LRA).
Komakech also attributed Gulu and Kitgum’s proximity to South Sudan for the rampant crime in the two districts. South Sudan is currently embroiled in conflict. Illegal small firearms used for criminal acts in northern Uganda are thought to come from South Sudan.
‘‘We had a very dangerous end of the Juba peace process because implementation as far it was required was not done especially on demobilisation, disarmament and reintegration. This was not done. You can now see that the impact beginning to emerge after ten years,’’ Komakech said.
The Gulu legislator faulted the government for failing to implement resolutions of Disarmament, Demobilisation, Rehabilitation and Integration (DDRI).
According to Komakech many LRA returnees did not go through rehabilitation processes a factor that prompts them into criminal activities while several others were not disarmed.
Additionally, Komakech says there are many illegal guns among people because government failed to completely disarm the ex-combatants after the resolutions of the Juba peace talks.
There have been series of gun crimes in Kitgum and Gulu district between October and November this year
Five people were killed in Kitgum district and several others injured. In Gulu two have been killed by suspected ‘‘iron bar hit men’’ while twelve others have been injured.
More than 150 suspected iron bar hit men have been arrested by police in Gulu district and over twenty from Kitgum. They have been arraigned before court.
